Every actor in the athlete economy occupies one structural position. The layer they occupy determines their function, their relationship to the authority core, and the structural pathway available to them under Axis governance.

Layer 01 — Fixed Authority Node

Institutional Athletic Departments
Final authority on participation. Legitimacy source for all institutional transactions.
Conferences
Governance aggregator. Shared standard-setting across member institutions.
NCAA / CSC Overlay
Regulatory framework. Authorization structure for participation and transaction validity.

The Authority Core is the structural center of the athlete economy. Legitimacy lives here. Authorization lives here. But value does not originate here — it arrives. The core processes what comes in from the outer layers. It does not initiate activity, generate revenue, or govern the pathway toward itself. It waits. And because the interface between the outer layers and the core is ungoverned — no Axis layer installed — what arrives is consistently unstructured.
