Participation Qualification Gate

Every external actor seeking access to the authority core must be a certified participant. This gate defines who is eligible to operate inside the interface. Unqualified actors are rejected at entry — not managed after the damage is done.
- Structural readiness assessment completed
- Financial literacy certification confirmed
- Governance literacy verified
- Authority alignment documented before access is granted
The qualification gate closes the most common failure point — unvetted actors entering deals they do not have the structural capacity to honor.
